Korean Media Law Change

Changes to Korean media law are the most important social issue affecting Korea these days. It is important in terms of ‘freedom of speech’. Freedom of speech is the freedom to speak freely without censorship or limitation. In a democratic country like the South Korea, freedom of speech must be guaranteed. Recently, the South Korean government announced a series of proposals intended to raise the country’s media and its cultural role on an international stage. Measures include loosening of the rules on media ownership, investment in new regional hubs and an increase in the cultural promotion budget. Following a report by the Korea Communications Commission, which said larger firms would be better able to compete on a global stage, President Lee Myung-bak said the country should allow the emergence of new media conglomerates. If the Korea government helps building conglomerates, Korea’s freedom of speech will be destroyed. There are two different points of view toward the issue. One supports the new media law change because the change could produce a lot of profit many economic profits. However, the other opposes the law because the change would infringe on freedom of speech. The proposed laws will bring a lot of profits, but the laws could limit freedom of speech. For example, if a big newspaper publishing company owns a broadcasting company, the broadcasting company may not be able to report events that are related with the newspaper company because the broadcasting company will feel constraint in the newspaper company’s presence. Cross media ownership may limit speech because of the media companies conflict of interest. I am interested in this social issue because I am taking a speech class this semester and my career goal is to be an anchor woman. New media environments have challenge the legitimacy of incumbent cross-media ownership laws, but one does have to wonder if the way to a more globally tocompetitive media conglomerate would not be best achieved by relaxing foreign investment restrictions, no matter how unpalatable that may be.
